Upper windshield hinge bolt spins, what do I do

Are you talking about the stud that holds the hinge together? If so, just put a little jb weld on the end of it.

the upper windshield hinge bolts thread into a plate inside the windshield frame

...they shouldn't be able to spin like the lowers (which just have a nut on them) can

sounds like the threads in the plate or the ones on the bolt itself are stripped, try putting pressure between the hinge and the frame before trying to unscrew that bolt again.
