It may not be broken. Sounds like the cancelling cam is in the wrong position. You are going to need a steering wheel puller and a spring compressor to get to it so you can put it in the right position.

i found out the hard way what the steering spring was all about.. I fabed up my our compresser and had a question about where the cam has to be set at... if you look at the cam before you remove it from the shaft the horn wire is at about 10 to 11 o'clock is that right? i took mine all apart and reassembled it... still doesnt work... any ideas?

On the underside of your canceling cam you have two raised ridges. Those ridges should be evenly placed between the two springs on your turn signal. When you just lay it there it does not look like it is going to do anything but it will once you compress it and put the keeper ring back on.

I currently have this same problem on my new to me 91 YJ. Thanks for the excellent link, because of that I found I'm missing one of the springs that cancel as the wheel turns.

However, I've still got a mystery, which is the horn set up. Someone's been in there before and it does not look like the diagram at all.
