It'll tow and stop fine, just be careful like a person normally is when towing. I towed my 5x8 trailer loaded so much that I had to lift up on the tongue to flip the jack wheel horizontal. I had torn down a very very large shed and had all the roofing shingles, plywood, and rafters in the trailer. I got some crazy looks on the highway but I did 50mph and rode in the slow lane to the dump on all 4 or 5 trips it took to haul the whole shed away. I have hauled cut up cars on the trailer with the jeep and not had any trouble either, as long as I stayed under 50. Anymore and the trailer ways you all over the road. My jeep is an auto though and stock height/tires

Also, when I was in high school, 91 or 92ish years, my dad had an 89 4.2 wrangler with 5 speed and he towed our 21 foot open bow inboard glassmaster every weekend to the boat ramps so we could go skiing and tubing. We never had trouble. It was only 20 or so minutes and no highway though

I often tow a 18' Bass Tracker with a 40HP engine on it. My 95' YJ 4.0 automatic tows it anywhere no problem. BUT, it is not the towing it is the stopping that is always a concern.

I have towed on a major highway and on a secondary road. I drive quite defensively but it is the OTHER drivers that I am always concerned with. Right lane, drive 5MPH less than speed limits.
