Throttle Position Sensor

I tested my TPS today and it reads 5 volts in, 0 on the ground and it only reads about 1.8 at 4000 rpm. Does this mean that its bad or just needs adjusting?

From what I've heard you have to test them on the vehicle with the ignition in the "ON" position. Sticking the probes in the back side of the wiring harness. I could be wrong though.
