tail light again !!!!

Hello every one, well just removed rear corner diamond plates off my 88yj, I had to remove my tail lights and when I put them back on my (R) tail light doesn,t seem to be working correctly when i turn on my lgts the bulb is dim and the marker/small bulb stays on, do the screws act as if there grounds to the body? The screws are rusty and the back metal is rusty.

Clean all the rust? I just replaced my tail lights and I think there's a ground in the housing.

They are grounds, clean the heck out of them. I would replace the bolts, clean the nuts with some pb blast then use some dielectric grease (5-8$) a tube. And that should take care of it.
