Sway bars aka antisway bars work to prevent body roll when going around a turn in a vehicle, improving stability and handling through the turn.
Track bars are important because they keep the axles located underneath the vehicle and prevent side to side movement of the axle in relation to the frame/body. http://auto.howstuffworks.com/car-suspension3.htm

Got my eye on you.....

Sway bar does exactly that, it controls the amount of "sway" from side to side your ride has.
Track bars center the axle under your rig.

In case you are wondering about taking them off i.e. is it safe, yes it is safe. It will change the way your Jeep drives, so be prepared for that. I took all that stuff off of mine, I know rusty took his off(from reading a previous post), as have most of the people on this forum. I drive mine to work daily. Taking off that stuff frees up your axles so that you get waaaaay more flex and a smoother ride. You can always take them off and try driving. If you hate it, put it back on or get sway bar disco's.

You won't use any of the stock stuff with an SOA lift.
Plan well for your lift, and don't do it half assed.
