[stupid question] tar-like coating under rugs

Note: newbie warning

Hi to all, today I was browsing the web for some info regarding my YJ and I stumbled across some pics that showed YJs without the internal mats and carpets, and I noticed that they look very different from mine. I have a coat of tar-like material that covers the floors of my jeep, and the original steel is not visible. Since I really do not know the first thing about jeeps (and cars in general), I was wondering if someone could explain what this coating is, and why is it there.

Ok, I've re-read what I just wrote and I doubt if anyone will understand what I'm trying to say, English is not my first language . Here are some pics that might clear things up: one, two and three.

Alot of us yank out the carpet and coat the tub in a urathane or urathane-type coating, Durabek, Rhino Liner, Line-X, Herculiner, Duplicolor, etc...
It's pretty much the same stuff those adhesive truck beds are made of... in fact, it is the stuff used for spray on and roll on truck bedliners.
It keeps the floor from rusting, keeps the carpet from stinking (because we toss the carpet), and is easier to take care of when it gets dirty - you just pull the drain plugs and hose it out!
Some people put the liner on and then reinstall the carpet just to protect the floorboard from rusting out (carpet holds water and rusts the floorboards out).
So now you know!

Ok, this is what I was hoping to hear. It's not a way to cover up rust, but to prevent it.

If you pln on using carpet over the liner then you can cheap out and get the Dupli-Color roll on bedliner stuff.
I've seen it on sale for about $25 a gallon, and a gallon is more than you'd need.
