In California, any fender is acceptable, provided it is wide enough to cover the treads of the tires.

Why wouldnt they be legal? If you are really worried you could get the ones with the flares that cover more of your tires. My tires stick way out past my flares and Ive never had a problem.

BTW Tom95YJ, I DID get a fine for farting once, haha.

My understanding it is legal here in California, as already mentioned, if it covers the width of the tire. I have heard of people who get away with less. But if an officer wants to press the issue, and it is short of the width of the tire you can be ticketed for it.
And by the way urinating in public is exposing yourself..keep it in your pants man, unless your on the trail or something, but if your walking out of a club and start peeing, lol, yea you cant do that.

That the answer right there.

Like mentioned you may get away with less coverage, but it really depends on the area. I've heard of (but haven't seen) checkpoints basically on the route to the Rubicon with people being cited for tire coverage. But that in El Dorado County, and they sometimes can be a bit harsh. Around here you'd be OK to an extent, depending on how much was sticking out.
