Skinz Soft Tops ? Tops that rest on roll bar ?

I have a Skinz soft top for my '95 YJ and it
doesn't seem to fit right. All the lady gave me when I bought it was 3 drip rails for the rear windows and a bar that goes across the top of the window. I can't get up over 40mph without it comming off ! Anybody have any advice or have experience with these tops ?

It looks like there may be velcro to hold it down but there in no place to attach it.

Thanks,
Jeff
