Get and easy-out. First, you drill a hole in the center of the broken bolt and then, insert the Easy-out. It has coarse, reverse threads, so when you screw it in, it unscrews the broken bolt.

Be really careful with the easy out. They are hardened and if you break the easy out you will have a big headache on your hands. I would drill and tap

If any of the bolt is sticking out, you could use an extractor. It is the same principle as the easy out, but a heck of a lot easier to use. It is like a socket that goes over the outside of the bolt/nut and you can use it with a ratchet or air ratchet.

Picture would be great. Sometimes this is not a big deal. remove the rest of the bolts, remove the part, and you will have 1/4" of bolt sticking out to vice grip and remove.
Pics would help though!

I was able to get a purchase point on the little bit of the bolt that was sticking out. I thankfully was able to get a pair of needle nose vise grips on it and twist the remaining piece out!

Thanks for the help
