massive breeze coming from the cabin air filter at highway speeds

I am getting a pretty big breeze coming from what looks like an air filter box under the dash on the passenger side. We have done some work on the Jeep that did include taking the dash, and also the heat/fan control out. I'm not sure if this is a common problem that has nothing to do with that, or if I just left one of the levers off that could cause this breeze. any help is appreciated!

its called the outside air vent. check to see if you hooked up the cable that actuates it. its between the vent housing fender

The flapper valve under the fresh air inlet infront of the windshield may not fully close. This is only for outside vent, and not for heat. Pull the vent cover and check, I did and tape it closed. I have heat in the winter and no top summer, so I don't need a outside vent.

This is cable activated and is adjustable. Pull the controls and operate them, it is obvious how to make the adjustments with the slider on the cable

418 miles on 19 gallons of gas. Can't beat the BBD !

awsome i dont know if i hooked the cable up, but the flap wasnt all the way closed so i just closed it and zip tied it closed, the breeze is pretty much gone now. Thanks allot for the help!
