If the voltages are correct in this test then it is likely a wiring issue and I will help you check the TPS wiring to the ecu. You just need to be methodical in tyrying to figure it out.

I am not sure which setting to have the tester at, but I was doing it set at 200 dcv? Any way the power going to it is 4.1! How do you back pro the sensor?

So I looked up how to back prob the wires and I could't get a out put reading I don't know for sure if the tester was touch bare wire or not. any way after trying that I went to start up the jeep and it did't want to start, I could get it to start kinda by feathering the throttle but it was missing and popping threw the intake and would die as soon as I stopped pumping the gas. So I wiggled the wires going in the ecm and it fired right up ?!?!?!? how do I get the wire unhooked from the ecm? I see there is a little bolt holding it to the ecm but I cant seem to get that to back all the way out.

Zte you need to unbolt the connector going to the ecu. Then pull off the back shell that covers the connector and look at it for loose wires, pushed pins, or water in the connector. I would be willing to bet that is your problem.

Does that bolt holding it to the ECM come out all the way? I tried to take it off and t didt want to come off!

It stays in the outer shell. You might have to wiggle the connector and pull on it to get the connector to unseat from the module because the pins grip the connector a little. Not much but a little.

I went ahead and pulled the ECM out and found that the three top pins are messed up, is there a way to fix them or do I need a new ECM?

Ouch, that's ugly. You may be able to bend them straight with needle nose pliers, but that could crack the solder joints. I would remove the cover, heat the solder joints and straighten the pins. I would use dielectric grease on it before plugging it back in.

I just tried that but looks like I am going to be dropping 160 on a new ECM :/does any one know what those three top pins control?

Ok I just install the new reman ecu and now my rig won't run, it has fuel (I can hear the fuel pump kick on and there is fuel at the shrewder vavle, and I seem to have spark because it fires up than dies any idea?

Ok I got it to fire up finally, I took it for a test drive but it is still popping threw the intake when I stab the gas pedal it also still won't rev past 4k! The idol is sitting at 1-1100 rpm and seems to be idoling a lot better no tho. Where should I start looking now?
