Major vacume in fuel tank causing fuel to spill out

What would cause the fuel tank to have sever vacume? If I drive it for a mile or so and twist the fuel cap you can hear the tank sucking air and alot of stuff poping as it goes back to regular shape.

Kinda like a coke bottle when the air is taken out and it pops back into place.

Bad gas cap? Crushed vent line to charcoal canister?

new locking gas cap still going to check it with a spare I have. How would I know if the charcoal canister is bad?
