Have you checked the cap for corrosion?
I have gotten in the habit of starting a job by removing the faulty part first. That way, (for example), if I "think" my brake pads are bad I can verify it before throwing money at it.
That said, don't run out and buy a new cap. Take the old one off and check it out first. Might just need some sandpaper!
Even when I'm sure I know what part is bad, (such as brake pads), I still wait to go to the parts store until after I remove the bad parts because you never know what else you are going to find.

Have you checked the fuel pressure?
You can get a pressure gauge cheap at Harbor Freight.
Nice tool to have, fuel pressure reading will tell you if your problem is fuel delivery or not.

You could just depress the valve stem and see for gas stream, but may not be accurate enough. Sometimes a few psi is all it takes.

I have been thinking about this. When it acts up do your gauges die or go crazy? I have seen that happen and it it usually the ecm.

He has zero fuel pressure. The fuel pump is not running.

He also has no spark. I would check all the grounds to make sure they are in good shape. It almost sounds like a dead short in the electrical somewhere.

So he's got 2 issues, no spark AND no fuel? Geez. He said he replaced the fuel pump. Does that mean it was used or new?

89 fuel pumps are very similar between multi port and tbi or efi but ARE NOT interchangeable and will not function if the wrong one.

It also started and he drove it after the swap so I don't think that is it either.
