Ignition issue

I haves 92 yj and recently the only way it will start is if I move the tilt steering up and down while turning the key to the start position. If I turn the key by itself it does absolutely nothing. I did notice a white module on top of the column under the dash and it looks like the ignition has a rod that goes into it when turned could this be the culprit?
