how to set bump stops?

so i was setting up my bump stops tonight in the rear and the way i set it up was i cycled the suspension one tire up at a time to make sure that it would hit just before my tire rubbed on the fender, but then when the jeep is sitting and i have a few people jump on the bumper the jeep will only drop about 2 inches before it hits the bump stop. which is not even close to stuffing the tire.

whats your thoughts?

You need to move the bump stops closer to the wheel.
