High idle at cold temps on my carb

I have a 1990 YJ. I purchased a Weber 32/36 DGEV carb about a year ago from Quadratec. Ever since I've had it, it runs anywhere from 1100 rpms to 1200 rpms when the weather has even the slightest bit of chill to the air. This occurs only at start up. It takes about 20 minutes or so before it starts behaving correctly. Obviously it's annoying, wastes gas and smells bad. I was told by a not very knowledgable mechanic of carbs that there may be an add on of some sort that I can purchase. I need any and all suggestions please.

You need to set your choke properly. Directions should have come with the carb, else check the tech section of the Weber web site.
418 miles on 19 gallons of gas. Can't beat the BBD !
