High beam problems

Hey, this is my first post so be gentle... I've got a 90 yj, and am having problems with the high beams. When I pull the high beam lever on the column the high beams lights stay on, then when I disconnect the harness at the bottom of the column same result high beams stay on. The only way to get them to turn off I've found was to disconnect the harness where is clips to the circuit on the side of the washer reservoir. Tried operating the switch on the bottom of the column by hand but that resulted in nothing, the high beams remained on. Have read the other posts saying there is no relay for the head lights but dodge still seemed to think that was my issue and sold me one... any insight on what the issue is would be awesome.
