Fuse Block Help

I've been having some trouble with the blower motor fuse burning. So I turned to old faithful and read some threads on the topic. I figured out how to get the fuse block out and sure enough the one connection on the blower fuse is burnt. Here is my issue...there is a green wire going to one side of the fuse...here comes the confusion. The other side has two brown and orange wires coming in. One comes in from the wire harness and the other jumps to the rear wiper. Could that be jumping power to the rear wiper? Sorry, but I'm not an electrical Guru and I don't want to do this again. Can anyone give some advise on this? Thanks!

Mine wasn't like that, it had power in and then out, I bypassed the block all together and put an inline blade fuse in. I suppose it's possible that the wiper draws power from there, I'd just hook it into the new block that the old one was.
