Fuel system Help, please

I have an 89 Wrangler I picked up used. I replaced the fuel tank. when i did there are 3 small hoses coming off of the tank on the passenger side. one of these goes to a T fitting and then goes to a small filter looking part. It all looks as if it has been hodge podged together and the filter like thing has a hole burned in it. I have taken it to several parts dealers and a couple mechanics and no one can identify it or even tell me what it is for. So, here I am pleading to you, the Jeep gods, can anyone tell me what it is and where to get it?

the 2 little filter looking things i believe are the rollover pieces to cut off fuel flow if you should rollover. Hopefully someone will chim in that knows for sure

There's only one rollover valve. Two vent lines come off the tank on the passenger side. They Tee together into a steel line that goes up to the rollover valve. The line coming off the top of the rollover valve goes to the canister on the firewall, that line being one of three fuel related lines going from the engine bay along the frame rail .
