Fuel pump internal rubber sleeve

I'm in the midst of a slow reassembly of my 89 w 2.5 and noticed the split in this rubber sleeve at the bottom of the pump. Pretty sure this is not right but I haven't been able to find a good picture or call out from a mfr as to what that sleeve is called, much less if it's a separately available part
Is it just an insulator from the metal retaining bracket?
What should I do or should I be concerned?

The return line rubber foot? I am not sure what purpose it really serves and I have never seen it sold separately.

Thanks Que, I guess I'll just leave it as is and reinstall. Didn't have any issues with it other than the sock had fallen off, practically from day one of new pump install. I'll have to make sure that didn't have any bearing on keeping the sock on.
