Extra wheel travel

If I got new shocks for my 89 yj can I get more wheel travel because I think my old ones stop the axels from dropping. my shocks also pop a lot when I stretch them is that bad?

Are you running a lift? Shocks do limit travel but this usually only happens when lifted and stock shocks are used.
2007, 4 door, powered by a minivan engine, locked and riding on 35's.
