exhaust question

I just got a 93 wrangler with the 4cyl and someone before me made the exhaust loud, I hate it and I want it quiet. they put a header on it and it appears that they cut out the cat, and have a magnaflow muffler. whats the best option to go about making it quiet like it should be without spending alot?

Install a catalytic converter will quiet it down. Magnaflow mufflers are usually pretty tame. After you add a cat if it's still too loud change to a turbo style muffler.

I have a new resonator I was going to put on my pickup but proly never will, would that work in place of a cat or wouldn't it quiet it enough?

You could but technically add the resonator in its place but cats are not supposed to be removed since they are A EPA requirement.

This may sound retarded, but is that a federal guideline, or are individual states free to legislate their own air quality laws?

I only ask because nearly all the local fab/exhaust/motor shops will cut cats out, no big deal. In fact a few of them (I won't name names, but they are NOT little, back ally, Ma 'n Pa, shade tree type shops. Big names here...) will bring it up to certain customers during the planning phase of a new system as a viable way to get more HP.

It's a federal law

If it's not supposed to move and does use duct tape.
If it's supposed to move and doesn't use WD40

You can get the catbacks cheaper if you select different brand mufflers like xellerator vs magnaflow. I bought my free flow cat and catback for my XJ from them for 203 shipped. From va to md.

I ended up getting the walker cat and muffler shipped to me for $90 from advance auto! thanks for all your help
