It's not at a shop. In Delaware it is done directly at the motor vehicle association. You go through walk in the building and they give you your sticker. It's sent over in the computer. When I failed they gave me a paper to take to a shop but I did the repair myself. If you pass it just stays in the system. You can not have your inspection done anywhere other than mva (DMV)

They put Cali emissions up here in NY a while back (B@$*ards!!!) as if we actually need them -- living in between 2 of the Great Lakes is some of the cleanest air around...

But anyway... up here, you can take it to any sho, mexhanic, or garage as long as they have the state-registered inspectors license. But no print-out and you can't see the computer screen. They send all your info over the computer directly to the Motor Vehicles while the test is going on. We also have mechanical inspection which is pretty tight, much like Pennsylvania. I actually approve of this. We have to inspect everything 1x per year or else you can't drive, period. Usually they just do it all at once for $20.

I just dropped 80.00 for my 2 year tag not to mention 10 for the temp tag from when I failed the first time.

Well I just got back from Failing emissions on my 87 4.2L. My Readings were as follows (for PA):
CO (Limit 5.40) Test Value 6.80 FAIL
HC (Limit 537) Test Value 861 FAIL
NO (Limit 14145) Test Value 4145 Pass
Don't know if that will help you out or not, I now have to figure out whats up with mine. Any Ideas?

If there are no leaks in your exhaust before the O2 sensor then the cat converter is junk.
