Crank Pulley question

Is there a way to get the pulley back on the crank? In the picture, the part on the left needs to go over inner pulley on the crank. The rubber belt type thing is not allowing it to go back on. What do I need to do here?

get a new or re-built. there is no way to put it back together

My buddy used a 3 jaw puller on his crank pulley and did that. Had to get a new one. There is actually a harmonic balancer puller you can get that has screws that go into the center of the pulley. Me and buddy got one last night to get the pulley off his 258.
