constant power at fuse block?

do any of the fuses of an 89 yj have constant 12v's with ign off? my circuit tester says yes but a previous post on here says that this models fuse block doesn't have any constant feeds? only in the switched position does it have 12v's?? I'm trying to track down a problem with a stereo and this may be the problem?
