I guess before when the carter was on and it wasn't nuttered the computer was hiding thus issue...compensating for the over sized tires

Lets address the vacuum source for your vacuum advance.
Is your vacuum source from a ported or manifold source?
For a pre smog setup Manifold is the best source for many reasons.

I'be tried fine tuning it with both manifold vac and ported and no difference. I adjusted the vacuum advance in the dizzy and am slowly working from less vac advance to more....not sure that its the culprit

seems if i give it a short love tap on the throttle before giving it more throttle the hesitation goes away...Could 48 jets be to small?? Altitude is Sea level in PA
