Cat convertor

How can I make the cat stop rattling while at low speeds. It seems to be the metal case around it

the heat sheild on mine broke loose and rattled, so i just put a hoseclamp around it... worked pretty well. But they also rattle when the are about shot, and the catalyst inside has broken loose and rattles around inside, so if you start loosing power while driving, thats probably the case
