Not to mention that companies' policies aren't "laws." They are privately owned entities and can do whatever they want (within the public law).
I'm suprised someone even bothered mentioning this...leave it to someone on the internet to complain about good customer service.
Brown Dog decided to go out of their way to hand deliver something, doesn't change the fact that they don't want people walking over to their place and picking up parts. I don't see the two scenarios as even related.
I've had nothing but a great experience with their company and will not order another mount from anywhere other than them if I have the option.
