brakes

MY 95 YJ JUST HAD BRAKES PUT ON IT ABOUT 12 MONTHS AGO BUT THEY ONLY HAVE APPROX. 7000 MILES ON THEM. THEY WERE PUT ON SO IT WOULD PASS INSPECTION....THE LAST SIX MONTHS OR SO WHEN IT RAINS MY BRAKES GRAB LIKE CRAZY AND I FEEL A VERY STRONG PULSATION IN THE BRAKE PEDAL MORE SO IN THE SNOW WHEN I START TO SKID TO A STOP. NOW I REALIZE I HAVE ABS AND I SHOULD FEEL THIS IN THE PEDAL BUT THIS SEEMS BE MORE THAN WHAT I THINK IT SHOULD BE. UNDER NORMAL CONDITIONS MY BRAKES WORK FINE. IS THIS JUST CHEAP BRAKE PADS OR IS THERE SOMTHING WRONG.
ANYWAY I WANT TO UPGRADE THE BRAKE SYSTEM WHAT ARE MY OPTIONS?
KEEP IN MIND I AM NOT REALLY LOOKING FOR MAJOR OFF ROADING AND I ALSO WANT TO HAUL A TRAILOR........IS THERE ANYTHING I CAN DO TO INCREASE THE TOW CAPACITY?

ALSO I NEED A LITTLE MORE HELP WITH MY OTHER POSTING "WHAT DO I DO"

My brakes had a problem recently with the Drum Brakes being misaligned due to a faulty adjuster. This was causing the rear drums to not properly touch the drum and caused a head over heels issue making it seem as the front disc brakes were breaking too much. An option I have been looking at is switching my rear axle to disc brakes. But that all depends on if I just upgrade the axle to something a little more powerful that has disc brakes already. *shrug*
