Bolt that holds the brake hose on frame rail

Can anyone tell me what type of bolt that is? Size, head type, etc. Mine is so rusted, it makes it hard to tell. I've tried a torx & an allen type, but neither seems right. I have to repl. the brake line (rusted fast also) so I figured I'd do the hose also. Seems that the line is a 9mm from what I can tell.

Actually a torx. Cut it out and replace it.

Drill it out and start over. I relocated mine to the side of the frame with some hex head self tappers.
