body mount bolts

i was taking the rocker panels off today, and their is a bolt that is the middle body mount bolt, that goes in through the rocker panel, i pulled it out, and its rusty at the bottom of the mount, and the stock bushing is a little rusty on the inside, i shoved the bolt back up, and it doesnt thread in right and i hear a lot of crunchy rust sounding movement where the bolt is supposed to go in.

what should i do? how do i get to this bolt?
