Best Fix for Tail Pipe Leak?

My tail pipe has a leak/hole (size of half a dime) about an inch past the muffler and right up against a hanger. I also think there's a crack in the tail pipe where it meets the muffler, but its obscured by the saddle clamp and a hanger. I'll have to cut off the saddle clamp since the threads and a nut look like they got pop by a cutting torch. Is there a good way to repair both these problems without hot tools? Should I just get a new tail pipe for $40 - $60? With a new pipe should I use a saddle clamp or band clamp, or will the location of the hangers make that decision for me?

How do I remove the old rubber insulators? Do the caps on the end of the rods pop off?

If it were me I would just weld up the hole. Or yeah, if you cant do that just get a replacement tail pipe

Personally if it was me, I would take it to a muffler shop.
I hate working on exhaust and alot of the time you will spend more time and money than they will charge you.

I plan on replacing the tail pipe.

1. I think I'll use a band clamp band-clamp.jpg if there's enough space. Any other reason not to?

2. How do I get the old rubber insulators off and and the new ones one?

I have used a cut up soda can, some rtv, and 2 hose clamps before

If it's not supposed to move and does use duct tape.
If it's supposed to move and doesn't use WD40
