As far as reinspection I'd take it to a mechanic with knowledge of carbs and have them adjust it to pass. I managed to get my 89 thru with the carb for 2 inspections then switched to FI. The Howell kit gave me 2-3 more mpg and super clean emissions. I now have a swapped in 4.0 so I should be good to go next spring.

not sure but since i have a 4" lift and relatively new and close to 33"x12.50" mud tires i will def be putting on my street 31"x10.50" rugged trails for when i go back lol ill def ask what they use for the stock height cuz i heard this differs depending on which high rise station u go to, but high rise is def req'd if tire and susp lift exceed 4" of stock height... this helps > New Jersey Lift Laws
also the dude was going back and forth between measuring and checking some chart like four times haha he prolly has no idea...im sure stock yj's had different stock heights depending on what OE it came with.
