95 wrangler headlights wont work

Just bought a '95 wrangler. i wasnt sure how to turn on the regular headlights and not the highbeams. theres a swtich to light the dashboard and a switch next to it to turn on the highbeams but nothing for headlights. that makes me think that their just broken. can anyone shed some light on this? pun definitly intended

Your turn signal lever is for low beams and high beams.
