'89 Timing Issue

Recently completed Nutter Bypass & Weber 32/36 install on an '89 Wrangler YJ I recently purchased. Went to set up the timing and noticed the timing mark to be TDC and not even on the degree scale. Adjusted the distributor as far as I could without damaging the engine and still could not get the timing mark on the scale. Suspect the previous owner removed the distributor and somehow rotated the crankshaft before reinstalling the distributor. Here's my question.....

If I set the #1 piston to TDC using a compression gauge, how do I install the distributor so it is aligned properly? I attempted to set it by ear, but kept getting backfire through the carb and read on several post where the timing is 9 times out of 10 the culprit.
