258 4.2L upgrade advice

I am replacing a 258 on my 89 YJ. The bottom end is blown....

Replacement engine: Block ID: 403C19
258 rebuilt long block (pioneer engines??? according to the tag)
This engine has around 35K on it when it was pulled about 3 years ago.
It is a comlpete engine minus carb and altenator. the top end is from a early/mid 80's CJ

My plan is to use the top end off of the current 89 258 using the serpentine belt system with the Alt, power steering pump, water pump etc.... I also want to put on a new Carb, looks like the Webber is the way to go...

The current setup in the jeep has had all of the emissions removed. There are some emission parts on the rebuilt engine mainly the vacume ports and the recirculator (i think that is what it is, looks like FI on the manafold).

Questions:
1. is the Webber the way to go? (without spending tons of $$$)
2. will I have any trouble swapping the parts off of the current engine to the replacement block (I assume everything is the same, it looks that way)
3. Is there anything else I should do or replace now since I have the engine on the stand, I want to do it right before I put it in.
4. Odd question, is there a specific paint for blocks or will any high temp paint do?
5. Emissions, how hard is it to get back to the point where it will pass a test, I am moving back to NC once my house sell (probably 2 more years at this pace) and I am going to have to deal with inspections where here I dont.

the head bolts in the 89 are 1/2" in the earlier motor they are 7/16. not sure on the rest of the parts. you might try asking in the CJ forum or the engine forum.

As mentioned the head bolts are different, but that's not too big of a deal for a machine shop to take care of. Other than that I believe the only other difference is gonna be the oil filter is a different size.
