2.5 vs 5.2 smog specs?

I'm going back and forth on whether to swap in a 4.0 or a 5.2.
I'll be using the EFI for either one, because I've got to get it to pass the smog sniffer.
I know a 4.0 swap is a safe bet because it was an option for the chassis, and is legal and pretty easy.
I'm not up on the smog output requirements, but was wondering if a well running EFI 5.2 will emit "more" smog readings than my EFI 2.5?
If I can get a 5.2 to pass the sniff test here in WA state, that might be what I need to do.
