if you give me the wire diagrams and tell me what to check i think i can check every thing. i have the old alarm also.

also when the jeep did start and ran it ran great went thru the gears along with the 4x4 stuff. and started and stopped probably 10-15 times.

the lights acted like they were tripping a resettable fuse like one of those little metal one i see on cars. and now when i turn on the flasher and head lights together the headlights dont flash like they did the other night.

don't have a oscilloscope but i do have digital meter. and just bought a Analog display meter & injector noid light I'm ready to start testing something and will take direction & test and post the test results immediately. i have my lap top in garage with me.

so checking on the headlight switch & found that was loose and might be causing it to blink i think anyway.
I found this mess.

so it looks like they cut the wires off the back of the fuse box and didn't leave any wire to reattach them to and one wire is missing. do i put a 20amp inline fuse or what? is that the correct location for the wires.

You are on the right track. Funny thing though. I though that was pwer to the ecu. you said you had juice on 3 and 9 on the ecu.

I did / do have power to 3 & 9 but the PO have cut it off the fuse box and wired it strait thru with 2 spade connectors. i put an inline 20amp fuse.

update-
CPS
has 8 volts from pin 7 on PCM to center pin on female connector
have continuity from connector to pins 7 &24 on PCM

Speed sensor
has 8 volts from pin 7 on PCM to female connector
have continuity from connector to pins 47 on PCM

Coil
have continuity from connector to pins 19 on PCM
NO POWER to connector from relay!

So i popped open the relay and wedged a folded piece paper to close the relay and IT STARTED 5 or 6 times and even hook up the VSS to see if that was my original problem and it still started , i took a shower and went back out to start it and ZIP - NADA - nothing but still have 12 volts at the coil (w/ folded paper), still hear the fuel pump, unplugged the VSS and still no start checked the CPS and have a bad OHM reading so back to exchange that.

could the VSS let it start and then take out the CPS. hummm i think i will leave the VSS unplugged for a bit until i find out why the relay is not closing on its own.

Is it the photo of is something happening with the integrity of the wire on the left with the darker blue spade connector? It appears to be smaller or damaged.

im having this same problem mine happened after i took out the 2.5l to have it rebuilt put it back in and i get no spark replaced coil but cant see buying all new parts when it ran a short time ago cant find my crank censor i really starting to believe i dont have on lol if you guys have spare time could you post a picture of it on the jeep? thanks

If i unhook all other sensors except CPS, Cam sensor, and coil will that take the chance of one of the other sensors shorting power or whatever to the ground signal wire that goes to the computer like how the VSS does. I know that i need the other sensors to run properly but just looking to get it to start at this point.
