I will start with the symptoms:
-AC fan doesn't come on
-none of the window switches work
-radio display is off
-parking brake light is on, on the dash
-turn signals do not work but start to come on when I hit the brake
-when I shift out of Drive, I hear a constant rattling noise
This happens every once in a while recently. I turn the ignition off and restart it, and all is well again.
Seems to be a wiring issue. I looked around for burnt wires, blown fuses, etc. I know very little about these things and am just wondering if anyone can offer any more insight on the problem.

Good chance the big brown wire at the ignition switch is melting.

Check, and clean all your grounds.
unbolt, wire brush, wire wheel, scrape, all the bolted ground connections and coat them with a silicon spray or even spray paint (to keep connection clean)
under the hood and under the dash.
This could fix the problem (I've seen loose/bad ground do stuff like what you are saying), it not it will probably help something, certainly won't hurt anything.
While you are under there, you may want to leave the radio on in case you wiggle some wires that are causing the prob.
