Whinning power steering; replace steering box or pinion seal?

This is for my '88 XJ. I thought the whining power steering was just a bad pump, but the new pump whines too. My power steering fluid is crap, so I am replacing it. But the pinion seal leaks like it isn't there. I am wondering if, through experience, anyone knows if a bad box causes whining, and if replacing the seal would do anything for the actual whining. I might just buy a new box, but I thought I would ask, because it is a $10 seal, but the box is $130. I'd like to try the seal if there is good hope for that.

a whole rebuild kit for the box is < $25 at rockauto

here's a rebuild link, all the saginaw boxes are pretty much the same
