Question Vacuum line at throttle body

On my renix XJ, the vacuum line between the map sensor and throttle body is very brittle. Found the the PO taped the end and stuck it in the throttle body where it should go. I am fixing that issue but the grommet on the throttle body has 2 holes? Should there be a second vacuum line coming from somewhere else?

One hole has vacuum and the other hole holds the plug. Wanna fix it for good?
