does anyone know how the rear axle works on the up country suspension package on a '99? is it a locker or limited slip etc...?

It for sure has no locker. I am also almost positive it does not have limited slip unless its a D35.
What year?

On my '01 the upcountry package included a Trac-Lok limited slip in the 8.25, I think it's the same for the '99.

It is the Trak Lok lsd and works pretty much like any other lsd. It uses clutch packs and requires an additive to be added to the pumpkin lubrication. You can purchase rebuild kits if yours no longer seems to work, however there are better choices available now (read Aussie Locker) which provide better locking performance than the Trak Lok does (when it works).
