Tire/Wheel Reccomendations

Right now I have a stock 98 Cherokee. I'm looking to put a 3" rough country lift on it.
What size tires would be best for that without rubbing? Also, what specific kinds/brands get the most bang for your buck? I'm only eighteen so I'm looking to do this on a budget.

I'd stick with 31s and black steel wheels are the cheapest.I stuck with my stock wheels to save money.
