Strange noise from my 96 XJ

Greetings, I am new to this forum and have read a number of threads, but nothing like the issue I am having.

I hear what sounds like the fan rubbing or something metallic rattling around the front end, engine compartment (hard to pen point), when I get to around 15-25 miles per hour and it continues. I do not hear it when at idle or when I increase the RPMs. It only happens when moving. I have checked and even removed the fan shroud and the electric fan, no change. It does not go away with time or speed. Any suggestions?

Examine the crankshaft damper (harmonic balancer) for coming apart, and possibly rubbing on the timing chain cover.

Ok I will, would not the Harmonic Balancer make noise, when the
Engine is running and the RPMs are increased? I only hear it when moving above 15-25
MPH. Maybe it had to do with having a load on it.

Check the heat shield on the catalytic converter as well.
