Strange electrical problem, floating ground?

I noticed the other day one of my axillary lights was dimly on when my headlights cut out rolling up to a stop. The light stayed on after I shut the jeep off so I pulled the fuses on the circuit and reinstalled them with solved the problem. Today I pulled up on a small embankment to park and the stereo and fuel pump fired up but cranking it killed everything.

Jiggling the key and playing with the headlight switch will get my power back but I still can not start the jeep. I replaced the ignition switch a few months back.

Ill clean up the chassis ground in the morning (the one by the battery) but has anyone any suggestions or thoughts?
