Just wanted to update this thread.
The problem is now solved. Found my answer in this thread:

Problem was a lazy PCM. I attempted the fix in the thread listed by replacing the capacitors but damaged something when I was prying the PCM open. I ordered a used PCM off ebay and jeep now starts up first turn of the key.
One thing I was missing that is the clue...when I turned the key on with my PCM in the car the check engine light wouldn't come on...after the car sat with the key in the on position for a few minutes the check engine light would light up, Id hear a relay click under the hood (ASD) and then it would start.
With the new (used) PCM the check engine light turns on instantly.
