rusty's brake line extensions

I am currently installing a rustys 3" spring pack kit on my 99 xj and I am somewhat confused about how the s shaped bracket for the brake lines is supposed to work. If anyone else has done this lift and can remember how this part worked i would be very grateful for any information you might be able to give me.
