Rear Wiper Motor/Rear Wiper Refuses to Work

My 2000 XJ with 137xxx miles has been running pretty well so far but the one thing that keeps bugging me is the fact that the rear wiper motor REFUSES TO WORK I have replaced the motor the blade the arm and the fuse and the switch and yet it still will not work does anyone have any ideas?

Check for breaks, cuts, chafed insulation, or other damages in the wire harness, especially near the hinges. Take your volts/ohms multi-meter and test for power and ground at the wipers motor and inside the Jeep behind the spare tire.

Didn't notice any cracks or tears in the insulation so I assume thats all good where would the ground be behind the spare? What would I have to remove?
