Probably not. The oxygen sensor is a trim device and what you are describing sounds a little heavier than what a trim device could be responsible for. How many miles on the vehicle? How many miles on the spark plugs? Basic things first.

A 1990 model does not generate codes. If you oxygen sensor is original, replacing it could not be a bad idea.
